BACKGROUND:  Ms. West worked closely with the Emergency Management Agency to provide critical volunteer and shelter management support as the District of Columbia "stood up" a shelter for evacuees in the immediate aftermath of Hurricane Katrina.  Additionally, in response to the need for a comprehensive, DC-centric emergency preparedness message and curriculum for the District's children and youth, the emergency preparedness superhero "Commander Ready", developed under her leadership as a complement to the American Red Cross's "Masters of Disaster" and the Department of Homeland Security's "Ready Kids".  That curriculum, rolled out in the 2007/2008 school year, and continues even now to be introduced to students in elementary schools throughout the District.
